THAT the minutes of the Regular Meeting held on September 18, 2017 be adopted.

RECOMMENDATIONS FROM STAFF FOR DECISION

 

a)      Proposals for Annual Financial Audit 2017 – 2021, Manager of Finance

 

THAT Council approves the appointment of Berg Lehman Chartered Professional Accountants & Business Advisors to audit the City of Rossland’s Financial Statements for the years 2017 – 2021.

 

 

 

 

 

b)     Property Tax Roll Account Reconciliations Manufactured Home, Manager of Finance

 

THAT Council approves the removal of Property Tax Roll municipal taxes and taxes charged on behalf of other taxing authorities for Folio 229 71315.482 (2012‐2013) for a manufactured home that no longer exists and for which there is no recourse for collection, and submit requests to other taxing authorities for repayment.

 

c)      Rossland Seniors Centre Façade Restoration Project RFP Review, Chief Administrative Officer

 

THAT Council awards the Rossland Seniors Centre Façade Restoration Project to DJM Contracting Ltd. in the amount of $98,400 plus applicable taxes.

 

d)     2017 Corporate Management Work Plan – Q3 Progress Report, Chief Administrative Officer

 

THAT the report be received and filed.

 

e)      RDKB Bylaw 1651 – Amending East End Conomic Development Service Establishment (Bylaw 1427), Chief Administrative Officer

 

THAT the Municipal Council for the Corporation of the City of Rossland consents to the Regional District of Kootenay Boundary Board of Directors adopting Bylaw No. 1651 being the “Regional District of Kootenay Boundary East End Economic Development (Kootenay) Service Establishment Amendment Bylaw No. 1651, 2017.

 

f)       JOSIE HOTEL - Application for Food Primary Liquor License with Patron Participation Entertainment Endorsement and Extended Hours, City Planner 

 

THAT Rossland City Council recommends the issuance of the Food Primary Liquor License with Patron Participation Entertainment Endorsement and Extended Hours for the JOSIE HOTEL located at 4306 Red Mountain Road. Rossland City Council has considered the prescribed considerations and endorses the comments provided for each criterion in the staff report attached.

 

g)      Late Revitalization Tax Exemption Request, Chief Administrative Officer

 

THAT Council refrains from accepting late Revitalization Tax Exemption applications.

 

h)     2017 Paving Program, Manager of Operations

 

THAT Council awards the 2017 Capital Paving Program activities to Selkirk Paving Ltd. In the amount of $102,360 plus applicable taxes.

 

THAT Council authorizes Staff to expend the maximum amount of funds identified in the Approved 2017 Budget for Road Capital and Maintenance Paving activities.

 

i)        Invasive Species Management, City Planner

 

THAT Council considers adopting all or part of the recommendations below as the City’s response to managing knotweed on public and private land.

  1.  Collaborate with CKISS to provide advice and knowledge to landowners on prevention, treatment options and control techniques of knotweed.
  2. Adopt Bylaw 2637 as a tool to enforce control on private land.
  3. Budget $10,000 in 2018 for knotweed control and provide an incentive program to offer a rebate of 50% of cost up to a total of $400 to landowners who conduct knotweed control using herbicides on their private land.
